      North Carolina Republican legislators have advanced a proposed constitutional amendment to make it clear that only U.S. citizens can vote in the state. It would retool language on the books that already limits balloting to U.S.-born and naturalized citizens 18 and older. A House election-law panel voted Wednesday to put the question on statewide ballots this November. Republicans have enough House and Senate members on their own to initiate the referendum if they remain united on the idea. Republican bill sponsors say the measure is needed to provide clarity. Democratic critics say the proposal is unnecessary and a waste of resources.

          More young people who are accused of serious crimes in North Carolina would have their cases tried automatically in adult court, under legislation that received final General Assembly approval. The House agreed Wednesday to accept changes made by the Senate. The bill now heads to Democratic Gov. Roy Cooper's desk. The measure reworks some bipartisan juvenile justice reforms that took effect in late 2019. The changes mean cases would no longer start in juvenile court for some children accused of the most serious crimes. Bill supporters say the change is about reducing juvenile case workloads, but opponents say it begins to dismantle what is called the “Raise the Age” law.
