Legit, when you pick the Shared Burdens civic, you get access to a special form of housing called “Communal Housing” which gives you 5 housing and 3 amenities. That’s as much as an un-upgraded city district. It gets even better, though. It can be upgraded to “ Utopian Communal Housing (basically their version of the paradise dome) which gives you 10 housing, throw in the upgrade from the Domination tradition tree and that’s 11 housing off of one building. As far as I’m aware, a fully upgraded city district with the Prosperity tree upgrade only gives you 9 housing. You can easily develop a planets districts without the need for a single city district as the space commies and when you do decide to build a city world you can reach near Ecumenopolis levels of population without the ascension, especially if you have Byzantine Bureaucracy in tow as well. This isn’t even mentioned on the tooltip. I think this might be worth mentioning?

What is the meaning to have a lot of housing if you haven't any job at all? I don't see the point here.

You don’t only build housing, silly. You get jobs in the districts and the other buildings. Remember that districts also provide housing.

I thought communal housing was just a rename of the luxury housing everyone else gets, or am I wrong?

No, it’s different. Luxury Apartments give you 3 housing and 5 amenities (not sure about Paradise Dome).

Yes, but if you want a lot of jobs you'll need all your buildings slot to be fit with jobs building ( a 25 city planet give 225 housing +10 from capital building
, and 50 jobs + 160 jobs from building, so too much housing). It's not better than city district just different. You said you can reach the pop level of oecumenopolis, yes but without job ...

i have a planet with no city district and only mining districts with no housing buildings at all... I don't think this is that amazing.

I meant near to it, not quite at the same level. The real advantage is being able to fill out districts without cities.

How do you manage that? Your pops need things like amenities, don’t they? And do you have pop jobs other than miners?

Note: Hiveminds get the very same building, called Hive Warren. Gives 6 housing and a 5-amenity-job. Upgraded it'S 10 housing and 2 amenity jobs.
The design idea behind it is to allow Hiveminds (or communists, in this case) to utilize even small worlds, which they cannot afford to build City Districts on. Aka, it seems to be most efficient to always try getting all 16 building slots for advanced jobs and buildings. But if you only have small planets, you cannot build the City Districts necessary to do that AND the ressource districts.
That said, I currently have 900ish pops (2360), heading for the 1k achievement... and have a total of 2 Hive Warrans, namely on the two habitats I conquered. There's always space for a City/Hive District on planets, regardless of their size.
